President Joe Biden has told reporters that he does worry ongoing turmoil in U.S. politics could impact the country’s pledge to give money to Ukraine.
Ukraine Conflict
Throughout Ukraine’s ongoing war with Russia, the U.S. as well as many other nations have pledged to support the country’s efforts. Ukrainian President Volodymyr Zelensky has pleaded with world leaders, most notably those within NATO, for financial support.
Support from the U.S
While Joe Biden has repeatedly said the U.S. will support both finances and military equipment, he has regularly received a backlash from political figures. Many Republicans have publicly questioned whether the money being sent to Ukraine is getting to where it needs to. In addition to this, some have suggested the money would be better suited to focussing on issues in the U.S.
Biden Planning a Speech
Speaking to reporters on Wednesday, Biden told reporters that he was planning a “major” speech on Ukraine. This is due to the fact that former House Speaker, Kevin McCarthy was ousted from the position after a vote earlier this week. Biden said his administration will continue to push Congress to continue to provide military assistance.
McCarthy Ousted as Speaker
The House voted 216-210 to support the motion to vacate. This has been put forward by Florida Representative Matt Gaetz, with eight Republicans joining 208 Democrats in voting to remove McCarthy. Following the vote, McCarthy became the first House speaker in American history to be ousted by a motion to vacate. He has been replaced with Representative Patrick McHenry of North Carolina as an interim position he will hold until a new speaker has been elected.
When Will a New House Speaker Be Elected
It is not yet clear when the election for House Speaker will begin. This is due to the fact this is the first time that such a vote has been necessary. Both the Republican and Democrat parties will need to state when they are ready to enter into the process of electing a new Speaker.
Biden’s Worry
NBC News’ Peter Alexander asked Biden whether this new turmoil makes him worry about whether the U.S. can fulfill its promises to Ukraine. “It does worry me, but I know there are a majority of members of the House and Senate and both parties who have said that they support funding Ukraine,” Biden responded.

“I’m going to be announcing very shortly a major speech I’m going to make on this issue and why it is critically important for the United States and our allies that we keep our commitment,” Biden continued “We can support Ukraine in the next tranche that we need. And there is another means by which we may be able to find funding for that but I am not going to get into all that right now.”
Biden Speaking With Allies
Without giving details of his upcoming speech, Biden said he was put forth the argument that it was “overwhelmingly” in the United States interest that Ukraine succeed in the war against Russia. He also said that he had had a long conversation with 16 or 17 foreign leaders on Tuesday about the ongoing conflict and the support from American citizens on the war.
Biden Meeting Zelensky
Last month, Biden hosted the Ukrainian President at the White House and a readout of his meeting stated that Biden had reiterated the U.S. will continue to support “Ukraine’s defense against Russian aggression for as long as it takes and hold Russia accountable for human rights abuses and war crimes.”

The readout also outlined the military equipment the U.S. has pledged to send Ukraine as it continues its fight against Russia.

“The United States is also coordinating sustained deliveries of short-range air defense systems like the Avenger, longer-range air defense systems such as the HAWK, and hybrid systems that pair Western air defense interceptors with existing Ukrainian systems,” the readout stated.
Zelensky Responds to Washington Turmoil
During a visit to the European Political Community Summit in Spain on Thursday, Zelensky spoke to the media about the need for unity in Europe. He also addressed the ousting of McCarthy and reflected on whether Ukraine could rely on the United States’ support.

I think that in Ukraine we have finished worrying since the first day of a full-scale war. It is too late for us to worry. I think we have to work,” Zelensky told reporters.

“I have been in Washington and had a meeting with President Joe Biden and he assured me 100% support. There was also bipartisan support in Congress. “I think it is important of course, it is a difficult election period for the United States. Different voices, some of the voices are very strange. We will also speak about this but today, [I’d like to say] Thank you for the invitation.”

The US has already supplied around $46bn in military aid to Ukraine since Russia launched its full-scale invasion in February 2022, according to a BBC report. Most recently. President Biden has requested another $24bn.
